The Center of Community Project is an important new subsidized project (*) that was set up by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) in the 2013 academic year. The aim of this project is to develop universities as centers of regional regeneration and revitalization by encouraging universities to collaborate with municipalities and providing support for university-wide education, research and public contributions geared towards local communities.
* 319 universities (342 schools) from across Japan applied for this program; Akita University was selected as one of 52 universities (56 schools) for the program.
Regional Development aimed at promoting an Independent Aging Society in which all Individuals have Value
According to future population statistics by prefecture released by the National Institute of Population and Social Security Research on March 27, 2013, by 2040 the rate of population decrease in Akita Prefecture will be 64.4%, and the rate of aging will be 43.8%, both of which are the highest values in Japan. In addition, the figures show that the population ratio of people aged between 0 and 14 years will be 8.3%, the lowest in Japan.
Although Akita’s prefectural government sees this rapidly progressing depopulation and declining birth rate coupled with an aging population as major challenges in urgent need of redressing, and has taken a range of measures to rectify the issues, nonetheless they continue unabated. It is predicted that 26 years from now, the day will come when we see an ultra-aging society in which 4.3 out of 10 people will be over the age of 65 years.
As the current situation stands, Yokote City, Kitaakita City and Katagami City, which are all participating in the project, have the following rates of aging: Yokote City: 32.2%; Kitaakita City: 37.6%; and Katagami City: 27.1%, showing that they are already ultra-aging societies. Amidst the increasing trend towards nuclear families and the weakening of local ties, these areas face uncertainty in a number of ways, such as their ability to respond to earthquakes, a lack of nursing and medical care, threats to the transmission of traditional forms of culture that breathe life into the region, and a shortage of community ties through the loss of elementary schools that have been a much-loved feature of local communities for many years.
With the aging population set to become even more severe in the future, regional development in which residents can lead independent lives, help each other out and live as valued members of the community is a matter of the utmost urgency that need resolving.
In respect to issues of the utmost urgency that need resolving, the following 3 themes and 5 issues were chosen following consultations with participating municipalities from the perspective of making it possible to utilize the educational and research seeds generated by each faculty, and to facilitate collaborations between departments. Work is now underway to tackle these themes and issues.
Theme 1: Safe and Secure Regional Development in Aging Societies
Issue 1: Disaster prevention against earthquakes in winter in areas which receive heavy snowfall (Yokote City)
Issue 2: Tsunami countermeasures in vast areas of low-lying land (Katagami City)
Theme 2: Regional Development through Medical Treatment and Nursing Care that provides the Elderly with Peace of Mind
Issue 1: The creation of regional networks that give consideration to at-home nursing and medical care (Yokote City)
Theme 3: Vigorous Regional Development through the Promotion of Local Cultures
Issue 1: “The Tale of Ani” – Contemporary utilization of Ani Town’s unique culture stemming from its thriving mining industry in the past (Kitaakita City)
Issue 2: Revitalization of regional activities through the construction of a comfortable multipurpose community facility utilizing the site of the former Toyokawa Elementary school (Katagami City)
The project is scheduled to run for 5 years, from academic year 2013 to 2017.
